Regional Differences in Caregiver Pay in Virginia
Caregiver pay under the CCC Plus Waiver Consumer-Directed program varies by region in Virginia. Virginia Medicaid uses two pay regions:
Northern Virginia
- Arlington County
- Fairfax County
- Loudoun County
- Prince William County
- City of Alexandria
Rest of Virginia
All other cities and counties in the state.
Why Caregiver Pay Differs by Region
The Virginia Department of Medical Assistance Services (DMAS) sets regional pay rates based on local labor costs. Northern Virginia has higher labor costs than the rest of the state, so the hourly rate is higher.
Current Pay Rates by Region (Effective July 1, 2025)

How Your Region Is Determined
The rate is based on where care is delivered, not where the caregiver lives. The F/EA processes caregiver payroll using the hourly rate assigned to the region where services are delivered.
