How to Find and Hire a Caregiver in Virginia
Under the CCC Plus Waiver Consumer-Directed program, finding and hiring a caregiver is the person receiving care's responsibility. Virginia Medicaid does not assign a caregiver to you.
Who Can Be Hired
To be hired as a caregiver under the CCC Plus Waiver, a person must:
- Be 18 years of age or older
- Pass a criminal background check
- Be able to perform the tasks listed in the care plan
- Complete payroll enrollment
No nursing license or medical training is required.
If You Already Know Who You Want to Hire

If You Need to Find Someone
Start within your network. Consider extended family, close friends, neighbors, or members of a faith community who already know the person receiving care.
Post on local community boards. Nextdoor, local Facebook groups, and community center bulletin boards reach people in the area who are actively looking for caregiving work.
Ask for referrals. Ask the person's doctor, church, or community contacts if they know someone looking for caregiving work.
Use caregiving job platforms. Sites like Care.com allow families to post positions and review candidates. Anyone hired through these platforms must still meet the CCC Plus enrollment requirements. A profile on a job site does not substitute for a background check through the F/EA.
What to Confirm Before Hiring
Before making a hiring decision, confirm the candidate:
- Is available for the hours listed in the care plan
- Can physically perform the required tasks — such as lifting, transferring, or bathing
- Has reliable transportation to the person receiving care
